The directive mandates the Secretary of Veterans Affairs to create the National Center for Warrior Independence on the VA premises located in West Los Angeles.
The White House reports that Los Angeles has approximately 3,000 homeless veterans, the highest number of any city in the country, accounting for about 10% of the total homeless veteran population in the United States.
The newly established National Center for Warrior Independence will assist these veterans and others in similar situations in reconstructing their lives,” stated the White House. This new facility will also provide veterans from across the nation the opportunity to visit and obtain the care, benefits, and services to which they are rightfully entitled.
The directive reallocates financial resources designated for housing or services for undocumented immigrants towards the development, establishment, and upkeep of the new center, as reported by Fox, referencing the White House.
The Center aims to foster self-sufficiency by providing housing, substance abuse treatment, and assistance for gainful employment for the veterans residing there,” stated the White House.
The goal is to accommodate as many as 6,000 homeless veterans in the facility by the year 2028, which marks the conclusion of Trump’s presidency.
The directive mandates the Secretary of Housing and Urban Development to employ vouchers to support homeless veterans and requires the Secretary of Veterans Affairs to reestablish accountability within the VA.
The directive additionally mandates the VA to address misconduct by individuals and to examine and correct the Biden administration’s choice to rehire and restore back pay for employees who were previously terminated due to misconduct.
The directive ensures that veterans will receive enhanced access to healthcare, benefits, and services, with the objective of minimizing wait times for appointments within the Veterans Health Administration by implementing strategies such as extended operating hours, availability on weekends, and a greater range of virtual healthcare options.
Furthermore, the directive includes a feasibility study at the Manchester VA Medical Center to assess the potential for expanding its services into a comprehensive medical facility in New Hampshire.
